Excluded and vulnerable populations enjoying the right to public services

In 2008, not only have the UNDAF outcomes guided the joint work of the UNCT, but also, it has served as a basis for individual agency programmes. As indicated in part II – Coordination Results, many outputs were jointly delivered through increased coordination and complementarity. To promote equal access to public services, the UNCT has engaged in joint studies (e.g. Joint analysis of the "Linkages between poverty and HIV in Brazil", Report on Decent Work and Human Development), capacity development initiatives (e.g. National Institutions' capacity was enhanced on the use of the Dev-Info technology for monitoring municipal MDG indicators) and Joint Programmes (e.g. Health and Prevention in Schools", jointly implemented by UNICEF, UNESCO, UNFPA and UNODC, in partnership with the Ministry of Health, to foster HIV/AIDS prevention for adolescents and young people in public schools throughout Brazil).

Besides individual agency initiatives in this area, the UNCT has strived to ensure gender and race equity, notably through the initiatives reported under the items Gender Equity and Joint Programmes.

Reduced violence, promoting peace, conciliation and justice

Amongst the many initiatives jointly undertaken by the UNCT to reduce vulnerability to violence, we could highlight the support provided by UNESCO, PAHO, UNODC, UNIFEM, UNDP and UNICEF to the National Council of Health Secretaries (CONASS), for the development of a series of workshops on violence prevention strategies; and the development of a Joint Programme on Human Security to be implemented with the Municipality of São Paulo.

Effective, transparent and participatory public policies and management ensured, as a mechanism for the promotion and enforcement of human rights

Renewed efforts were also realized to promote transparent policies and human rights, in particular through capacity building and advocacy initiatives to promote gender equity in decision-making processes, as reflected in the II part of the 2007 Results table.

It is worth mentioning that the Country Team has decided to create an interagency task-force on Climate Change to foster the joint promotion of a more sustainable development process.
