Step 1: Rationale and Needs Assessment

The reasons for a move should be assessed by the UN Country Team (UNCT) and the Operations Management Team (OMT).  The Country Office (CO) must determine what it requires in its present premises. This is the starting point of identifying rationales for the project.

The following list represents some of the elements to consider:

Before You Start:

It is strongly recommended to keep the TTCP informed of any plans to establish UN Common Premises or UN House, especially in the initial stages.

All premises-related matters may be addressed to the TTCP through the TTCP Secretariat ttcpchair@unfpa.org.

Starter Tips:
  • It is vital to secure the commitment of all participating UN Agencies.  In the planning stage of the project, all participants should sign a Letter of Interest by the Agencies. At a later stage, their commitment will be formalized in an inter-agency MOU.
  • All non-ExCom Agencies should ensure they are able to cover their respective share of costs. The ExCom Agencies cannot subsidize the shares of other UN organizations/entities.
  • A UN focal point should be assigned in the early stages of the project.  It is highly recommended that this person, under the guidance of the RC and the UNCT, communicates regularly with the TTCP.
  • The UN Project Manager should be an external hire if the expertise/time is not available within the UNCT's resources.
